A Promise to Prevent is dedicated to reaching the heart of everyone in the community.

What is A Promise to PreventA Promise to Prevent is a promise. The very nature of a promise begins with the intention to fulfill the promise. Communities where individuals are safe begin with an intention to ensure individuals are safe.

A Promise to Prevent is your opportunity to make a pledge to take an action. . . to be clear of an intention to ensure individuals are safe.

A Promise to Prevent is a commitment to work together to prevent the abuse, neglect, and exploitation of individuals that are not always able to protect themselves, including elderly persons and individuals with intellectual and developmental disabilities.

A Promise to Prevent is an opportunity to join in this commitment to do what you can when you can to prevent abuse, neglect, and exploitation – and be an active reporter when you suspect abuse, neglect, and exploitation of individuals that are not able to protect themselves.

The Founders

Gina K. Judy, Founder and President of A Promise to Prevent, brings 40 years of community integration expertise and advocacy for individuals with intellectual and developmental disabilities to A Promise to Prevent. 

Ms. Judy completed her doctoral studies in Organizational Leadership and possesses a Master’s in Organizational Management. She is recognized for her advanced practice of authentic leadership and her ability to improve the performance of groups.

On an international level, Ms. Judy is recognized as one of the leading experts in individualized program development for individuals with unique challenges. She has developed and implemented a wide variety of community-integrated services for individuals in rural communities that have been recognized as model programs in the field of developmental disabilities.

On a state level, Ms. Judy has held a variety of appointments and has actively participated in numerous collaborative efforts that have emphasized positive movement and change in service delivery for individuals with developmental disabilities of all ages. She currently holds several state appointments including an appointment to Governor Ducey’s Abuse & Neglect Prevention Task Force and an appointment on the State Medicaid Advisory Council.

Ms. Judy has also served on Arizona’s Developmental Disabilities Advisory Council and has been Arizona’s representative to the American Network of Community Options and Resources. 

These offices and a past position as Executive Director of a statewide advocacy organization committed to ensuring the quality of life for individuals with disabilities have provided an excellent foundation to continue her advocacy role for vulnerable populations.

With a strong belief that within the heart of each community everyone deserves to feel safe, Ms. Judy advocates for the elimination of abuse, neglect, and exploitation in vulnerable populations.

Ann Monahan, Co-Founder and Secretary for A Promise to Prevent. A community advocate, Ann serves as the Board President of the Arizona Autism Coalition and is proud to be a past Chair of the Arizona Association of Providers for People with Disabilities (AAPPD).

In addition, in 2010, she was appointed by the President of the Senate to an Autism Task Force for Governor Brewer. “It is vitally important to be involved on all levels when dealing with issues, laws, and potential life changing decisions, both on a state and national stage. That’s why I am active at the Arizona Legislature and work with others to get our voices heard.”
